List of any and all references that are relating, possibly relating, or may bear any relevance to David Mayo and/or his assistant Merrill Mayo (1978-83).

They are put in chronological reference date order. Only those references are listed that are released or revised in the period 1978-83 in which time David Mayo was active. This includes any confidential references relating to OT levels from this period and any other that may show relevance or possible relevance. The list is as complete as I could make it. If you have any corrections, anything to add or other information you may contact me.

Hereby I offer my research notes listing of all these references that may indicate a relation to David Mayo. Added were revision notes and other applicable information as found on cancelling references that attempt to reveal the why of various happenings. Not all of these references witness of the direct involvement of David Mayo. There may have been, or there may not have been. David Mayo was not the only one considered to have had other fishes to fry, various other persons have been named. The references on this list do have in common that they all came about during the reign of David Mayo.

At times these others are more evidently mentioned and recognizable by their post title and/or composer initials given. Usually though when other is mentioned it is referring to David Mayo which can then be confirmed with the issue that is being cancelled. At times however we only see some notice made in the revising or replacing reference (revision notes), or the reference cancelling it. In the reference being replaced/cancelled however we sometimes have no indication of who was doing something or if anyone supposedly was doing something. Sometimes cancelling or revising references are making claims which can not be substantiated with the information that we find in the reference being replaced/cancelled. In that case there may exist information elsewhere to which we have no access. Anyhow there seems to have been a sort of avalanche of such ‘discoveries’ of alterations all having been implemented roughly during 1978-82. As a result we see also many Suppressive Person declares and/or people leaving the organization directly following that period. We can actually read about various of these happenings in the magazine of the Religious Technology Center (RTC) which organization was incorporated on 1 Jan ’82.

My listing has been compiled from information deriving from either the HCOB/HCO PL volumes and the various update packs, course packs, references distributed by the I HELP organization (supporting auditors in the field) or from my collection of actual scannings (photographs) or transcripts of references. I also have received help from various persons that gave me access to material enabling me to note down and compile the printing information or provide me with this information. The listing may contain errors (few as they may be), and these may be because of transcribing errors of references that I have only available in transcribed form. If you find errors or can fill in my missing information or have actual references/information that should be included in my listing, then please contact me. I am also always interested in any scannings of copies of any of these materials. If you have a collection of various original material you may want to contact me!

David Mayo

Composer initials ‘DM’ are found during the following periods:
       November 1976 saw the release of 6 BTBs that indicated “Approved by Snr C/S Flag” together with composer initials DM. Then April/July 1977 saw the release of another 11 BTBs that indicated “Approved by Lt. David Mayo Senior C/S Flag” also with composer initials DM. This seems to be all that has been published with Snr C/S Flag.       
  Then during the time period that he acted as Senior C/S Int the earliest issue that I could find that gives DM is HCOB 4 Jul 79 “[Confidential]”, although the post title is not mentioned in this release.  
  The earliest mention of “Senior C/S Int” is found in HCOB 24 Sept 79 “Flying Ruds in Cramming” and in HCOB 13 Dec 78R (Revised 24 Sept 79) “PC Set-Ups and C/S 53” and the last time it was used (together with DM indication) was in HCO PL 21 Jul 82 “Paid Releases, Clears and OTs Statistic”.  


Merrill Mayo

Composer initials MM are found during the following periods:
       HCOB 30 Oct 78 “Courses-Their Ideal Scene” indicates a “Tech Comps Pjt Ops”.       
  During the release of the Survival Rundown Series a majority of these indicate a “Tech Project I/C first in HCOB 1 May 80 “The Survival Rundown” and last HCOB 18 May 80 “Start-Change-Stop Commands”.  
  A “Senior C/S Int Assistant” is indicated first in HCOB 14 Feb 81 “[Confidential]” and lastly in HCO PL 15 Nov 78R-1 (Addition of 15 Oct 81) “[Confidential]”.  


Typing initials ‘mm’ are found in a variety of issues during the issuance of the ‘NED for OTs Series’ and first in HCOB 15 Sept 78 I “[Confidential]”. The first appearance of typing initials ‘dm’ are found in HCOB 15 Sept 78 II “[Confidential]”.
About all of these ‘NED for OTs Series’ issues note this typing initials ‘dm’ and only a couple of times this ‘mm’. In all these issues indicating such a second set of typing initials is found as (most of the time) ‘kjm’.
Noteworthy is HCOB 15 Sept 78 IV (Revised 13 Feb 81) “[Confidential]” that notes both ‘dm’ and ‘mm’ and also this ‘kjm’ as the third of them.

This seems to confirm the story that L. Ron Hubbard had given notes to David Mayo and his assistant Merrill Mayo after which these were worked out or written down in some orderly form by them. Lastly they were then verified by and overseen by this ‘kjm’ to take out the last formatting/spelling errors prior to release.


About composer/typing initials found on various of the Happiness Rundown Series references

Some inconsistencies are found in particular in regards to these. In fact 6 of the references found in this series are found to have noted on them “as assisted by Senior C/S Int”. We also find this on the checksheet for that course. The inconsistency is that on these 7 references the Snr C/S Int (David Mayo) is indicated as ‘dm’ (LRH:dm:ljb’), where it should have been DM. Small characters (‘dm’ in this case) indicate those who typed only, they are no contributors to or compilers of the writing in any way. Therefore as per the rules of how to use these “as assisted by” does not match with ‘dm’.

They are put in chronological reference date order. Only those references are listed that are released or revised in the period 1978-83 in which time David Mayo was active. This includes any confidential references relating to OT levels from this period and any other that may show relevance or possible relevance.

HCO Admin Letter 19 Feb 86 “HCOBs 1978 to 1979” and HCO Admin Letter 20 Feb 86 “HCOBs 1980 to 1982” do not list the titles of the ‘NED for OTs Series’ references for which reason I have not done so either. The titles that are given of any reference listed as ‘C o n f i d e n t i a l’ or ‘S e c r e t’ are also found printed in forementioned HCO Admin Letters, which would mean releasing the titles for these is deemed permissible. In the period 1978-82 a total of 55 numbered references were released in the ‘NED for OTs Series’, of which (according to my knowledge) only #53 was cancelled since. In 1984 another 3 references were added to this series: HCOB 20 Feb 84, HCOB 21 Feb 84 and HCOB 22 Feb 84, respectively they were numbered ‘NED for OTs Series’ #56, 57 and 58.
I received the information from a Class XII auditor that these ‘NED for OTs Series’ references had been de‘Mayo’nized in 1991. This may have involved removing amongst other these ‘dm’ and ‘mm’ indications. I have not had access to these revisions. May be some day someone will help me with that. All that basically interest me is revision dates, possible revision notices regarding the non-technical aspects, and actual signatures and composer/typist initials at the last page. Can you help?      Saint Hill Special Briefing Course (SHSBC):
This was a course delivered by L. Ron Hubbard at Saint Hill, England during 1961-66 and comprises of 447 lectures. Its result is a very adept auditor and thorough know-how of Scientology itself. The materials are studied in chronological sequence so as to fully understand the development of the technology. This will make you a Class VI Auditor.
